Food Distribution Section

Under the guidance, direction and governance of the West Virginia Department of Agriculture (WVDA) and United States Department of Agriculture (USDA), this section provides economic support through food distribution to West Virginia Child Nutrition Programs and qualified Recipient Agencies that serve low-income and needy families in West Virginia.

Food items are provided by the USDA under price-support and surplus-removal legislation of Title 7 of The Code of Federal Regulations by the Farm Security and Rural Investment Act of 2002 (Farm Bill) and by West Virginia Food Processing and Fresh Produce Programs of the WVDA.

The Food Distribution Section is equipped with a fleet of refrigerated trucks, material handling equipment, storage facilities, and employees that allow for the receipt, allocation, delivery, monitoring, inspection, training, and other assistance to all West Virginia agencies that receive USDA commodities.

Recipient agencies include all 55 County School Systems, 79 additional Child Nutrition Programs, 2 food banks, and 66 soup kitchens and charitable institutions. This equates to a total of more than 200 agencies served directly by the Food Distribution Section. Deliveries are made at least monthly, often twice a month, and occasionally three times a month to each recipient agency.

Accomplishments:

  • Effectively implemented USDA's new online Electronic Commodity Ordering System (ECOS).

  • Expanded our processing program to include several new items, including new frozen, heat-and-serve items.

  • Effectively maintained and expanded the DOD Fresh Fruit and Vegetable Program.

  • Developed the School Inspection Handbook to provide guidance to Child Nutrition Programs as to the procedures and expectations of W.Va. Department of Agriculture Inspectors.

  • Developed and implemented a Memorandum of Understanding with the W.Va. Department of Education Office of Child Nutrition and the W.Va. Department of Agriculture Regulatory and Environmental Affairs Division regarding food recall procedures.
