Tobacco Settlement Applications Mailed

CHARLESTON, W.Va. — Commissioner Gus R. Douglass, along with Governor Cecil H. Underwood and Attorney General Darrell McGraw, are pleased to announce the opportunity for those involved in tobacco farming to again apply for payment under the National Tobacco Settlement Trust. In addition, payments for the Tobacco Loss Assessment Program 1999 (TLAP '99) will be made utilizing the same application.

This year, each farm will receive only one application that has been sent to the Farm Operator. Quota owners, other producers, etc., who have an interest in the tobacco production on any farm should contact the operator associated with the farm number to insure that payments are made to all appropriate parties. All parties must sign the application in order to receive payment.

Payments from the West Virginia Tobacco Settlement Fund will be made directly from Chase Manhatten Bank, the trustee for the National Tobacco Growers Settlement Trust Fund, in December 2000. Payments from the Tobacco Loss Assessment Program 1999 will be made by the State of West Virginia.

Applications are to be submitted to the West Virginia Department of Agriculture (WVDA) by September 15, 2000. Anyone associated with a farm not receiving a notification by mail, or with questions regarding the West Virginia Tobacco Settlement Fund or the Tobacco Loss Assessment Program 1999, should contact the WVDA's Marketing & Development Division at 304/558-2210.

The U.S. Department of Agriculture, Farm Service Agency, is handling payments for the Tobacco Loss Assessment Program for 2000 (TLAP '00). This is a separate program from the Tobacco Settlement Fund or TLAP '99. Be certain to apply for both if you qualify.
