POLICY AND PROCEDURE MANUAL


3. General

3.1. This manual does not constitute an expressed or implied contract of employment. Nothing in this handbook creates a promise or contract of any kind, expressed or implied.

3.2. Employment with the Department is for an unspecified duration and constitutes "at-will" employment. Therefore, the employment relationship may be terminated at any time, with or without good cause or for any or no cause, at the option either of the Department or employee, with or without notice.

3.3. This manual is intended to be used as a guideline. It is not designed to be a comprehensive handbook of every Department policy and procedure. This manual cannot address every possible employment situation nor can it provide an answer for every question or offer a solution for every circumstance that may arise.

3.4. All managerial and administrative functions, responsibilities and prerogatives entrusted to and conferred upon employers inherently and by law are retained and vested exclusively with the Department, including, but not limited to: the right to establish, administer, amend and interpret policies, practices and procedures; the right to direct and discipline the work force of the Department; and the right to take action necessary in the judgment of the Commissioner to increase the efficiency of and operate the Department.
